Identify the precise product category and the responsible seller, then build the campaign around the service and permissions you can substantiate.
The UAE is also a useful example of why country expansion is more than translation. The relevant authority can depend on the product, different documents answer different questions, and the experience may need to work in both English and Arabic. Route the product to the right authority
The Emirates Drug Establishment offers a medical-product advertisement licensing service. Its conditions address marketing authorization, eligible licensed applicants, evidence and the intended audience. The service explicitly includes social media and websites. The existence of an application route does not mean every peptide product or every advertiser qualifies.
MOHAP separately describes a health-advertisement licensing service for non-medical products. Avoid choosing a portal from an old agency checklist. Establish classification first and confirm the current responsible route with the relevant authority or qualified local adviser. A trade license, product authorization and advertisement approval are different records.

Treat the approved version as a versioned asset
Where advertisement approval is required, retain the submitted creative and the decision alongside its destination. Plan the layout around those instructions instead of asking a designer to squeeze required information into a finished thumbnail.
Make a version sheet that connects each image, caption, language and destination to its review. If the team changes an offer, claim or format, determine whether the existing decision still covers that version. A new product photograph can also introduce a new package claim, so reviewing only the caption is too narrow.
Design English and Arabic as complete experiences
Choose languages based on the audience you intend to serve and the support your business can deliver. For Arabic creative, have a fluent reviewer check meaning, reading order, type size and the destination. Mirroring a Latin layout without checking the result can put qualifications far from the promise or make a product label unreadable. Keep the product’s identity consistent across both versions.
Use a short translation brief: approved source statement, intended meaning, terms that must stay exact and statements that must not become stronger. Send the final image back for review, because a correct text file does not prove the exported banner is correct.
Replace a broad GCC promise with actual coverage
A UAE launch and a GCC expansion are separate operational decisions. Review each additional country independently before including it in the ad audience. Geographic proximity does not establish common product or advertising permission.

Make a small, readable Meta test
