Your Dutch ad can look careful while the catalog tells a different story. A cosmetic headline may lead to medical promises, research vials or a bundle with a conflicting intended use. Review the whole offer before buying traffic. English copy, a European warehouse and a research label do not settle product classification.

A useful Dutch launch brief connects the claim, the catalog and the purchase journey. This matters particularly when a brand sells several product families on one site. A restrained cosmetic ad can still open a shop filled with medical promises or research products presented for consumer use. Review the complete offer before measuring its click-through rate.

  1. Establish which Dutch authority's rules matter
  2. Distinguish ingredient evidence from formula evidence
  3. Audit the catalog as a customer would browse it
  4. Test clarity before testing persuasion
  5. Make fulfillment part of the Dutch brief
  6. Resolve these questions before the first campaign

Establish which Dutch authority's rules matter

The Dutch Health and Youth Care Inspectorate, IGJ, explains that public advertising for prescription medicines is prohibited and that unregistered medicines cannot be advertised. It also describes restrictions on presenting products as medicines through their appearance or claims. These are product and promotion questions, not account-configuration questions. IGJ guidance on medicine advertising.

For cosmetic products, the NVWA explicitly states that medical claims are not allowed, including claims about preventing or curing a disease, wound or defect. An influencer's wording can create the same problem as a brand's own caption. NVWA guidance for cosmetics promoted on social media.

Map each SKU to the relevant review process. Record who decided its category and which documentation supports that decision. Where the classification is uncertain, obtain specialist advice before funding creative or traffic. The checklist below organizes the work; it does not classify an individual compound.

Distinguish ingredient evidence from formula evidence

A raw material study can be useful background without proving the finished product's advertised effect. The EU's cosmetic claims regulation requires appropriate evidence for claims and specifically addresses extrapolation from an ingredient to a finished formula. Commission Regulation 655/2013.

Build creative around facts the business can demonstrate. If the brief names a peptide ingredient, make sure it appears in the actual product and that the presentation does not imply an unsubstantiated clinical outcome. If a claim depends on a tested formula, concentration or usage condition, the advertised product must match those boundaries.

Have a Dutch-language reviewer check the combined message of headline, image and product name. A short caption does not neutralize a diagram that implies tissue repair. Likewise, an English subtitle visible in a Dutch video remains part of what a buyer sees. Save the reviewed script and final export together so later edits can be compared accurately.

Audit the catalog as a customer would browse it

Start at the landing page, open the navigation and follow the recommended products. Review bundled offers, product reviews, frequently asked questions and the cart. This is often where a carefully limited advertisement becomes connected to a different intended use.

For a genuine laboratory supplier, buyer information should help a professional assess suitability for a lawful research purpose. For a cosmetic store, the journey should explain the finished cosmetic. Neither type of seller should rely on a checkbox to contradict the rest of the site. If the real commercial offer is ineligible, moving its sales pitch behind a generic educational page does not resolve the issue.

Keep an inventory of the URLs used in campaigns and assign someone to review changes to those pages. This is a practical release control, not a promise that a particular page arrangement will pass Meta review. Check the current Meta product policy independently of the Dutch legal assessment.

Test clarity before testing persuasion

After the product and platform checks, choose a different buyer question for each concept. Show the packaging and quantity, explain relevant professional documentation or clarify delivery. Choose questions that fit the actual product and buyer.

Do not make every variation compete on a stronger benefit claim. A useful experiment changes one meaningful communication decision while holding the approved offer steady. Ask reviewers what they think they are buying, what they believe it does and whether any condition is unclear. Misunderstanding discovered in a short internal review is easier to fix than a misleading campaign already receiving traffic.

Make fulfillment part of the Dutch brief

Decide which order promises the business can keep before translating them. Specify dispatch location, expected delivery range, applicable charges, returns handling and a support route that works for the buyer. If payment options or delivery coverage differ from another market, test the Dutch checkout rather than assuming the global site behaves identically.

Compare delivered, retained orders with paid acquisition costs. A campaign can attract interest while losing customers to unexpected checkout conditions. Read support questions alongside reporting to distinguish a creative problem from a fulfillment problem. Keep changes to claims and commercial terms separately recorded so the team can explain what actually changed between tests.

Resolve these questions before the first campaign

Is an English-language ad outside Dutch advertising rules?

Language is not a reliable way to determine which rules apply to an offer directed at Dutch buyers. Establish the intended market and review the product, claim and commercial journey for that market.

Does a laboratory certificate make consumer claims acceptable?

A certificate can support the specific analysis it reports. It does not automatically substantiate a human benefit, change product classification or provide advertising permission. Keep analytical results and consumer outcomes separate.
